The first batch of ship manufacturing enterprises that are eligible to obtain support for the scrapping of old transport ships and single-hulled cruise ships
According to the "Notice on Printing and Distributing the Implementation Plan for Promoting the Scrap and Renewal of Old Transport Ships and Single-hulled Tankers" (Jiaoshui Fa <2010> No. 273, hereinafter referred to as the "Implementation Plan") jointly issued by the Ministry of Transport, the Ministry of Finance, the Ministry of Industry and Information Technology, and the National Development and Reform Commission, the "Notice on Printing and Distributing the Administrative Measures for Special Subsidy Funds for the Scrap and Renewal of Old Transport Ships and Single-hulled Tankers" (Caijian <2011> No. 4, hereinafter referred to as the "Administrative Measures for Funds"), and the relevant spirit of the "Notice of the General Office of the Ministry of Industry and Information Technology on Reporting the List of Eligible Shipbuilding Enterprises" (Gongxin Tingzhuang Han <2011> No. 319), after consultation with relevant ministries and commissions, the list of the first batch of eligible shipbuilding enterprises is hereby announced (attached), and the relevant matters are notified as follows:
I. Ship owners who intend to apply for the subsidy funds for the scrap and renewal of old transport ships and single-hulled tankers shall, in accordance with the requirements of the "Implementation Plan" and the "Administrative Measures for Funds", select the shipbuilding enterprises announced in this notice, sign shipbuilding contracts, and carry out shipbuilding. They shall also report the relevant information to the municipal ship industry management department where the shipbuilding enterprise is located in accordance with the requirements of the "Administrative Measures for Funds", and the municipal ship industry management department shall submit a written record to the provincial ship industry management department.
II. The competent departments of the shipbuilding industry in relevant provinces, autonomous regions and municipalities directly under the Central Government shall strengthen the supervision and management of the shipbuilding enterprises announced in this notice, further standardize the production conditions of these enterprises, and ensure the smooth implementation of the policies for promoting the scrapping and renewal of old transport ships and single-hulled tankers.
III. The shipbuilding enterprises included in the list shall further improve their production conditions and enhance their production management level. Enterprises undertaking shipbuilding tasks shall ensure the product quality and guarantee the delivery of ships on schedule and in line with the quality requirements. For enterprises that take the opportunity to raise prices or are unable to carry out shipbuilding business normally, the relevant local competent departments of the shipbuilding industry shall order them to make rectifications. In case of serious circumstances, the relevant departments shall report to our ministry to cancel their qualifications as eligible shipbuilding enterprises.
